There might be some nominal value in learning the mechanics and general spatial awareness using a racing wheel, it is not going to be an effective substitute for real driving. And I would suspect the nominal value would be relatively low, unless maybe it's a situation involving a teen that has really terrible coordination to begin with and you need to train really basic levels of hand/foot coordination.
