I had to look a the user's guide, but here are some of the callouts:

It has 4.6 stars on Walmart's site at the $130 price point it retails at. The only complaint I found was that the screen is usually sharp but sometimes grainy in certain conditions. At this price point I think that's fine but if you are picky about screens you might want to pass on this one. Personally I'm using a $30 refurb Fire HD10 as a streaming media BT interface for a party speaker, and I have a Fire 11 Max that I would probably love if not for the Fire OS nonsense (I do like it).
Half tempted to pick one of these up for work, look at schematics on it.

If it's locked, it won't pass the startup integrity checks and the boot will fail.
What you said applies to any android device that can have it unlocked, nothing to do with 30$, and this is very very basic, there's integrity checks for this
But to answer him, no a factory reset won't work. It's easy to relock it tho. Once relocked it won't boot if it has a custom rom on it..you'll brick the device.
All modern devices even going back a decade have a warning when it's unlocked, no need to scare people
