From the same link the 8ac(black) is a 3 prong plug and 8.99 - as to your question - it would be dangerous if someone uses it assuming there is a ground when there isn't - in most cases it wouldn't be an issue, even the 2-3 prong adapters are better (assuming you use the screw on the outlet to ground the brass tab) - but good luck suing 'olcorife'

Anyone notice a low electrical buzzing when turned on? I returned mine after a few days due that issue. Also one of them had a faint smell of electrical burn.
