I can't see how something like this would need to be refurbished? No moving parts, seems like it would either work or not work - what could break that someone would send it back?
Says 5 left, but errors out at checkout.

Could be returned without all accessories or box, then they made it complete and sell as refurbished.

The cable plant needs to support your specific modem as they push configuration data and firmware to the device. I had to return a Motorola modem because Optimum refused to activate it on their network. Replaced it with a Netgear.

Reviews mention it's faulty, like dying after a year or stuck rebooting or not actually delivering signal

Much of the time, 'refurbished' just means open box / used.

Modems get returned often because the person isn't getting the cable provider's advertised speed for whatever reason.
There are various reasons for this, like the area being oversold/crowded (which a different modem won't help)... but one I've personally encountered is the fact that Comcast/Xfinity only supports 'mid-split upload' on a few select 3rd party modems to enable upload speeds above 40mbps. I ended up returning an Arris S33 because that didn't, and ended up getting a Hitron CODA56 that does. I was limited to ~42mbps upload with the S33, but now I'm getting above advertised (1000/100mbps advertised, ~1200/120mbps actual).

I have been battling Comcast about speeds for over a month - guess I need to get a Hitron. Repped!

You don't necessarily need the CODA56, there are some others you can choose from... but I think it's among the least expensive, and it works for me as indicated above so I'd say I'd recommend it. Can't comment on longevity though, as I've only had it for about a month so far.
