If you desperately need a pancake power zoom lens with OIS, and you must have it new in box, and it must be Panasonic-branded (and not one of chinese import versions that are on eBay for 1/3-1/2 the cost), this is your only option.
Otherwise (and having owned this, and the following lenses over the years), I would go with a open-box 12-32 pancake zoom for < $150. If you're in the $300-400 range, and have a body with sensor-based stabilization, an open-box 12-45 Olympus pro
