I haven't done Sam's in a while but I think you have to call in to actually remove a discontinued account email from their system and then it should be available again as a new email account.

You need a new email and a new phone number. Gmail trick worked for me last month. A couple of years ago a new email was enough but now the phone number has to be new as well.
