Ordered a couple of pairs yesterday and got them today. I live in TX and I like these for the thinness of the material...will be nice for the very hot summers. I like them. Are these best best quality ever? Probably not, but for $15, they're a good deal. I ordered a couple more pairs. I usually wear size 32 waist and ordered these in medium/9" inseam. I'm about 5'10", 155, 32" waist and these fit me about right and the legs came just above my knees.

If you follow the op's link to the promo page, it appears only certain size/color/inseam combinations are code eligible. Annoying that you have to scroll through all of them to find. My guess is when the code isn't working, that particular combination doesn't qualify.
