Mercer Culinary Ultimate White, 8 Inch Chef's Knife is ~$14 on Amazon right now and equal.
Amazon Basics Classic 8-inch Full Tang High Carbon is ~$15 on Amazon.
Babish has an 8 inch chef knife for same price as this one.
Mercer has a blue handle one for ~$21.

10Cr15CoMoV is marketed as "Chinese VG10" but generally is considered to be inferior. And really so much depends on heat treatment, that it's all but meaningless. Also, you don't generally want a mono steel blade made out of something so hard.
It doesn't claim to be forged so the bolster is welded on. This often introduces a weak spot by the handle.
It's probably fine for $30, general consensus around knife circles is that cheap Chinese "German steel" knifes are "locked in." It's not claiming to be German steel, so? I don't know.
