You have to go to the rewards (be a rewards member) tab and select the $1 Small Dipped Cone offer. That will bring it down to $1. I, too, had $4.29 regular price for a small dipped cone.
Though not as big of a scoop, most people are comparing it to McDonald's or Burger King, where a cone goes for $1.79 (in my area) and $1.49, respectively.
