Benchmarks seem to suggest it's on par with 240mm aio, but it can't compete with 360mm. You don't often need cooling options more than this unless you are running top end hardware or are running high end hardware in a fishtank case.
Thermalright's Phantom Spirit 120 EVO is a strong twin tower air cooler that lands near 240 millimeter AIO performance and can edge out the Peerless Assassin by a degree or two. It has seven heat pipes, higher RPM fans, and some RGB, with reports of quiet operation when the fan curve is tuned. It has handled Ryzen 9950X, 9950X3D, and 7800X3D builds well, including compact cases and long gaming sessions. The main caveat is that it is not in 360 millimeter AIO territory, and a 9800X3D build saw very high shader loading temperatures. A solid fit for most AMD gaming rigs and moderate high end builds.
builders cooling a Ryzen 9-class CPU (like a 9950X/9950X3D) because commenters report it cools those chips "with ease" and "no issues," including in demanding gaming loads.
people running x3D CPUs who want to avoid fan ramping under load because a long-term report on a 7800x3D said temps stayed under 70°C in 4K gaming and the fans didn't need to spool near 100% to maintain temps.
AM5 users who care about fan control and a slightly cooler temperature than close alternatives because one commenter said the PS is about 1-2°C cooler than a competing model and that the EVO's fan curve stays controlled and doesn't get loud (with some RGB).
buyers who want a cooler that can handle higher-end gaming without thermal throttling because a commenter said their setup stayed well under thermal throttle even with an 8% OC.
owners of very high-end hardware in cases where you're pushing extreme cooling demands (like needing 360mm AIO-level performance) because benchmarks commenters say it can't compete with a 360mm AIO and is mainly sufficient unless you're running top-end hardware in a restrictive case.
people specifically trying to cool a 9800x3D who are sensitive to shader-load spikes because one commenter reported 95-96°C during shader loading even after repasting, and said switching to a different setup (adapter + Noctua DH-14) brought temps under 90°C.
buyers who are expecting a quiet cooler at all times because commenters note the EVO's higher-RPM fans can be louder than the SE version (even if they prefer the EVO's fan quality and controllable curve).
people who don't need much cooling headroom (like pairing it with a lower-power CPU such as a 7600X) because one user said it's "overkill" for their 7600X.
It can handle a Ryzen 7800X3D and 9950X in real-world use, with reports of ~75°C in an ITX gaming build and no issues on a 9950X/9950X3D. It is generally viewed as roughly 240mm AIO-level cooling, but not in the same class as a 360mm AIO for top-end or very restrictive cases.
It is reported to run about 1-2°C cooler than the Peerless Assassin and uses 7 heat pipes instead of 6, which gives it a small edge. The difference is usually minor for FPS, so the choice often comes down to price and looks.
The EVO's higher-RPM fans can be louder than the SE version, but a controlled fan curve keeps it from getting loud. In normal use it is described as quiet enough that case fans are only a hum under load.
Yes, the EVO version includes some LEDs, and the fans are described as having a bit of RGB. The black paint is cosmetic only and does not affect cooling performance.
Yes, it is considered overkill for CPUs like the Ryzen 7600X and generally more cooling than most setups need. It is mainly aimed at higher-end chips or cases with tougher airflow.

Got this about two years ago. I read that the 7 heat pipes on this model, compared to 6 on most others, was good for x3D CPUs. I have a 7800x3D.
I haven't had temp issues with my CPU in all this time and I don't hear/see it spool up to 100% or close to it in order to keep my temps down.
4K gaming, temps stay under 70C, whenever I check.
Just my personal experience with this one. I installed this on a new PC build to update my old rig. I have a 9800x3D installed. I was told they run a bit warm compared to Intels so I expected a little bump in temp. My concern was with this cooler installed I was consistently hitting 95-96 deg Celsius for an uncomfortable period of time when loading shaders for higher end games. I pulled the cooler and repasted with different pastes but always had the same result. Eventually I bought an AMD adapter for my old Noctua DH-14 and tried that. Once installed the temps never got above 90 deg Celsius. I'm sure my experience is not common but just thought I might mention it. That Phantom Spirit cooler I pulled out works in my Unraid server just fine, but didn't work too well with my 9800x3D
shame i missed this $40 sale on 2100rpm fans.
i just got their plain 7-pipe with 1500rpm fans for $32
so even without the cosmetics, i would have like better fans.
at least what i got keeps my cpu well under thermal throttle
even with a 8% OC on ram & cpu.
btw, in case anyone was wondering,
i emailed support about the black paint they use
it has no thermal effect at all, and it's all about cosmetics.

9800x3d runs hot anyways and AMD has confirmed that it was designed to run at 90C 24/7. You can also limit the temps. I limited my 9800x3d to no go past 85C and I never experienced any throttles.
So I concur this has been keeping my AM5 9950X running cool. But it appears they have two versions of this model. THIS MODEL[amazon.com] is the one I bought and it looks identical. UPC code: 755225213451
The model shown in OP's link has UPC: 755225219231
how will this perform compared to an AIO water cooling system?
Dunno about this specific model, but all of the fans in my case are Theramrights (I got the Thermalrights 140mm CPU Cooler and 3X RGB Thermalight fans) pretty quiet that sometimes I think it turned off at times only to see that no it's on. It picks up when playing a somewhat demanding game but nothing more than a hum.
Really the coil wine of my GPU is the loudest.
Not a major point, but interesting that Thermalright is now supporting LGA2011/2066. I guess there's demand given the Aliexpress mobos for old server chips (although old Xeons don't actually need this much cooling).
if you have an AMD, the recent iterations are very efficient.. any of these thermalright twin tower coolers will do just fine. i feel like the difference is more about the aesthetics than performance.

Yes, they have another model called Royal Knight 120 that has a smaller front tower and a thin profile fan. I just built a new rig with it and replaced the front fan with a full size Arctic 12p pro. It barely cleared, I'm talking maybe about a millimeter.
Edit: swipe left 3 times on the picture and you can see the ram sits right beneath the fans. Clearance is definitely an issue.
