Is this just a slip fit / technical fleece? or is this something like the Arc'teryx Atom Hoodie? It says insulated, but seems like its just a fleece. Can someone clarify what this is exactly and how its different from an Atom hoodie? SL? LT?

Looks like it's just a fleece jacket with a smooth exterior instead of the fuzzy exterior.

This is just insulation. It is pretty delicate and not abrasion resistant, I'd compare it to a thin better-sweater. This is very thin insulation but very warm. Its a little better than the new alpha material coming out, but not weather resistant, less so than their nano-puff. The Atom is completely different. it has more weather resistance, basically a light-duty insulated jacket.

Arc'teryx Atom: Mostly a thin layer of synthetic down, with fleece panels for breathability. Warmer, lighter, less breathable.
Patagonia R1 Thermal: Fleece with the stretch-durable face fabric for wind/water resistance. Not as warm, heavier, more breathable.
As far as use around town, the fact that there's a face fabric on the inside of the Atom, rather than fleece, makes it easier to slip into.

I got one of these at the Patagonia outlet last year around this price. It's okay. Not really a 'jacket' in what most people would think. Not sure why OP calls it that. It's not as warm as I'd expected with the thermal name. Wind cuts through it quite well. I wouldn't wear it alone under 40F unless you are doing fairly moderate exertion activities. It does breathe well and I've paired it with vests and shells so it's pretty flexible. It's slim fit. Definitely size up if you think you want it to be more like a jacket. It's solidly built. And a comfy material for pajamas. I also have the matching pants and have similar opinions. Most expensive PJ set I'll ever own but it's nice when I want to wake up, have my coffee and walk straight out on a dog walk
