Can it be used on other devices such as Steam Deck or even dash cam? TIA
For the Steam Deck and Dash Cam you would be better of with a non-Express Card MicroSD since the devices would not be able to use the extra speed (and may not even recognize the card depending)

You're welcome. Some further research seems to show that the MicroSD Express card (This thread) should be backwards compatible in the slower devices.
Though might as well get the bigger capacity (512GB) card for the same $40 price for those devices that aren't going to be able to use the extra speed.

At the fast "express" speeds that can approach SSD transfer rates, no.
The transfer speed is Nintendo's rationale for REQUIRING these on the Switch 2, likely because of complaints about loading times from SD cards on Switch 1. While I'm not a fan of being forced into having one, I at least give Nintendo a little credit for using an official standard storage device instead of inventing their own completely proprietary memory cards.
Granted, it's unlikely someone will play both simultaneously but for those who want to keep a local copy of their purchased games, I can see how even 1TB might get tight as games get bigger.
