I'm curious about why the top shelf can handle 66lbs but the bottom shelf only 22lbs..... That math ain't mathing

The bottom shelf is inset the frame(likely on tabs). The top shelf sits atop the frame.

Interesting looking, but I prefer I simple console table that allows me to put stuff underneath it like a dog bad.
