I originally had the offer on two different accounts, then it was changed to spend $20, get $10, it was in two of my accounts, I used one, then the offer disappeared from my second account today.

Anyone having issues with their second purchase? As soon as the first purchase went through, i got notification that I need one more purchase to complete the offer. However, I made second purchase hours ago, but the tracker has not updated at all.
I used Paypal both times to pay, but the first time it was through the paypal credit card and the second time it was a Wells Fargo credit card. Maybe that is the issue?

Not quite the same as you but also experienced a strange issue with two accounts:
Got email about account 1 having an offer of spend $50 twice to get 2000 points as a "news" e-mail from PayPal and it was sent right after a purchase I had just made. But then I couldn't save the offer at all using the link in the e-mail and it didn't show up as an offer when checking the Rewards section.
I then checked the 2nd account and even though I hadn't received any offer e-mail for that one there was one listed under Rewards for spend $40 three times for 1500 points which I completed.

Yeah, I had get $15 in points for 3x >$40 within 14 days and waited until today when I was ready to buy that much. Now I went to activate the offer and it's gone. I thought I had until May but they must have used up all the promo bucks in the first couple weeks. Pretty lame. Maybe they'll expand/refill it, but I'm not too hopeful.

I've gotten this offer multiple times over the last year. The thing about this one is the timing is a mess. The paypal end date is always too soon, and some subscription billings often take longer than a month to change billing info. So the promo is possible but a pain to achieve.
