The S8 with a 1000 watt motor is $600 at Walmart. An ebike in NC can only be 750 watts and a moped cannot go but 30mph before becoming a motorcycle. I think it will pass as a moped which means a person does not need a license. It still requires a tag and insurance and registration but no title.
