First, the vendor name is basically alphabet soup and they are not a USB-IF member. The store is based in Guangdong, China.
Second, based on a user review that includes an emarker reader the USB Highest Speed field is set to [USB 3.2/USB4 Gen2] which is 20Gbps. This cable will not work at any speed higher than that because USB4/Thunderbolt must see USB4 Gen3 or higher in this field to enter modes 40Gbps or higher. No cable with this flaw would make it past USB-IF certification.
Third, this is the second sus cable I've come across that uses the same certification number as Silkland's S3403 cable.
