What do you mean "expire"? How do these go bad (other than wear from usage, of course)?

The resin bond breaks down over time. Life is usually a few years from manufacturing. It'll be stamped on the center ring. That said, I'm not sure this wheel uses resin bonded abrasive. It's metal with a diamond circumference, right?

Edit: Just looked it up and diamond cut off wheels don't have an expiration date like resin bonded abrasive discs do.

This is very true for resin bonded abrasive discs. The resin breaks down and they are usually only rated for a few years from manufacturing date, which will be stamped on the inner ring. It's scary how unknown this is, and I think the companies need to do a better job of advertising this on the packaging. That said, does that apply to this product? Isn't it a metal disc with a diamond circumference? Maybe it still expires if the diamond is resin bonded to the disc or something?

Edit: Just looked it up and diamond cut off wheels don't have an expiration date like resin bonded abrasive discs do.

I alway thought these go with drill (or die grinder) arbor adapter like this for 3/8" dia hole. https://www.harborfreight.com/14-...64674.html

3/8" arbor is pretty standard for cut-off blades. What cut off tool do you have? All of mine, both electric and pneumatic have 3/8" arbor. Or were you trying to put this on a grinder?

The other common sizes are 10mm (3/8) or 7/16 unless OP is trying to use this in an angle grinder which is normally 5/8. You can check if your specific die grinder has a switchable 7/16 or 3/8 bushing included. Even my cheap Ryobi can do either.
