Far too many variables to give a real suggestion. However as a general rule, I'd suggest getting a pure white 11x14 matt with an 8x10 opening and put that in a plain black 11x14 frame with either about a 1inch frame width or a larger 3 inch frame width depending on the photo. The former is about as classic as it gets for photography. Do not put an 8x10 phot into an 8x10 frame, it looks cheap no matter how good the frame is.
I'm a professional photographer and have setup a number of shows and galleries. The white matte and plain black frame will elevate just about any photo.
These are easy to purchase off the shelf products, custom matte or frame not needed. Many frames will already have he matte that comes with it.

That is the right design idea. The "matte" looks paper thin though basically without a bezel on the inside so it won't look too premium. It is also hard to tell what the "glass" is made out of as they use two different terms that might be in conflict with each other. If you have a local walmart, might be ok to check them out if you can return if not up to expectations.
