I believe they are describing the bottom hem as cuff-free. Many joggers have cuffed hem making the bottom hems "closed" at ankle. Unlike those, these are "open bottom."

Open bottom means they are just like a regular pair of pants. Closed bottom has elastic around the bottom hem to keep it tight against your ankles/leg.

Pay attention to the size chart. I think that for a typical American you might want to go one size up from what you usually would order.

I bought a five pack of these back in the fall for working from home. They're very fitted and incredibly comfortable and have held up to washing and drying without issue. A few of them have one of the pocket zippers installed upside down, but it doesn't really bother me.
