This is for mounting your scope. The one piece sits on the rail, the other on the scope. If both are level then you know your scope is mounted level to the gun. I recommend the wheeler kit though.

You could also level your gun/rail and then level your scope by aligning the crosshairs with a plumb bob.
I would by a better level kit though. Someone already mentioned Wheeler brand.
