There are many options for EDC folders that use decent, budget friendly steels like 8cr13Mov, 8cr14, AUS-8, or even D2 in this price range. I would just start there. Normally the only advantages to dropping carbon content below .07% (4cr13=.04%) are moderately easier sharpening (softer steel) and slightly better corrosion resistance.
