Is there a universal app I can use on my Android devices to control these bulbs over wifi without having to use voice/Google Assistant? Google Home, perhaps?

Frequently returned item. The most common complaints are connection issues and that the bulbs stop working prematurely.
They are just dumb wifi bulbs. They are not matter or zigbee so people probably put them at the edge of their 2.4ghz wifi and wonder why they are not working right.
I have four of these lights and they work fine. Nothing stupendous, but nothing bad or unreliable. If worst comes to worse you just turn them on and off with the light switch.

WiFi only lights are so @$! Poorer range and congested wi-fi. I think out of all my modern IT appliances, my Hue network just keeps working.
Market share. Since Roku wants more market share. Just contact a major bulb mfg, send some brands labels and slap them on as cheap a mass marketed bulb as can be found.
