It's worth noting that HDR400 is a marketing term (i.e. meaningless) rather than a certification. "HDR400" basically is a quick way of saying a monitor can reach 400 nits brightness, but that's all.
Why are so many monitors only 27" these days? (serious question) I had one, but prefer my 32" 1440P monitors. I don't sit super close to them.
It's a DPI issue. Dots per inch. 27" has been the sweet spot since 2K went mainstream last decade. 32" is cool for gaming, but text starts to fuzz up at 2K, which means most office users will prefer 27", if not smaller. https://www.sven.de/dpi/

I use my 32" 1440p primarily for office work type stuff and similar. I found the 27" too small. I'm also 62, so no longer have 25 year old eyes. I also don't sit super close to the monitor, so the lower DPI is fine. It is basically the same DPI as my 3rd 23" 1080p monitor. And it's a lot of gaming monitors that are only 27".

Just a warning, these are the new budget QD-OLED panels. They are the same panels as higher end models but the specs on them have been reduced to to panel binning. It wont *officially* reach 1000 nits in HDR, and SDR brightness is rated at 200 nits. I have used a few models with this panel in it and they were too dim for me. Some people don't mind it, I couldn't make it work for me.

I had bought one of the Acer Predator X27U QD-OLED 27-in 1440p monitors that were listed here for $349.99 at Costco last week, and I ordered one of these as well and got it yesterday. Both of them use the third generation QD-OLED panel, The only difference being that Acer's version pushes the refresh rate to 280 Hz instead of 240 Hz.
Both of them seem to be an excellent value, I don't really have anything to measure, but it looks like the Acer is a tad brighter, but overall it's very close. The Acer has a more substantial stand but it's rather large and takes up quite a bit of desk space. Both seem to have good HDR performance, for the price I don't think anybody could go wrong either way, probably would come down to preference in the OSD that they use.
