Each USB-A port is rated at 3.1A (15.5W), so you should be able to charge two devices simultaneously via USB-A @ 15.5W each.
Unknown what the maximum draw per port would be if more than 2 devices are plugged in. However, here's what a couple of Amazon reviews say about that:
"My only little thought is that sometimes when I have all four ports going, the charge speed feels a tiny bit slower than if I just had one thing plugged in, but that's pretty normal. Still, for the convenience and how many things these can charge at once, they're a solid buy and work well for my needs."
"This charger works well. I was a bit confused at first, because it doesn't seem to charge my samsung note 21 phone much faster than a 20W stock apple charger, even though the message that pops up at the bottom says 'Super Fast' charging when plugged in. (The stock Samsung Adaptive Fast Charger and the stock Apple 20W charger both show up as 'Fast Charging') I was able to notice this much, but ultimately decided that I didn't know enough about charging technology to definitively say whether or not this charger lives up to its specs. However, I did determine that it did not charge slower than the 20W charger, and I did not notice much of a slow-down when multiple ports were used for charging at the same time. For the convenience of having one charger for 4 different concurrently charging devices (supporting both USB-C and USB-A devices -- android and apple), I'll probably buy more of these."

I need a couple of "throw-away" blocks for mobile use on the road. This seems to fit the bill. In4one!
