They probably found it in a used junk yard.
Added side note, there is a whole scene of people enjoying vintage cars from the 90's and tricking them out with lights.
I for one would LOVE to win this car and enjoy having no computer screen on the dash.
It's old. Time makes plastic brittle and fade in color. Tires dry rot. Moving parts wear out. Switches and lights stop working.
