Anything requiring a driver probably won't work. You may get lucky with a basic device like a webcam that typically uses built-in Windows drivers. I don't believe the emulators work on drivers at all.
As far as emulated x86 and x64 programs, a lot of smaller programs work fine. Multi-gigabyte programs like Solidworks don't stand a chance. Turbotax doesn't work. Fusion 360 kind of works, some modules just don't work or crash the program, others work fine. There are a lot of websites that list programs as ARM compatible, but for some reason many of these simply don't work and I don't know what these websites get out of adding them to the list.
I suggest buying a Snapdragon laptop as a toy. See what works, what doesn't, what the advantages and disadvantages are. Ask software suppliers for nice compatible and efficient ARM versions of their programs. Do not expect to buy one of these as a replacement for an x86/x64 computer, at least not for a while. Apple switched everything to ARM. Microsoft is pushing toward ARM. ARM is the future, but it's not the present.

But if you are primarily connecting via bluetooth, and mostly doing normal people work like browing the web, checking email, watching videos on YouTube or Netflix etc - ARM will be pretty great, with very good battery life.
