The Osmo Action 6 is the better camera overall, but the Action 4 is still a strong value if you do not need the newer low-light and audio upgrades. The biggest practical differences are better low-light performance, longer battery life, and dual-wireless-mic support on the Action 6.
Image quality
The Action 6 is generally stronger when the light drops, and multiple comparisons note that it handles low-light scenes better than the Action 4. In normal daylight, the difference is smaller, and some users prefer the more natural look of the Action 4 unless they are editing in log profiles.

My washing machine has an app. And there's surely a 'fuller' functionality enabled by using the app, like notifications when a load has finished and oversuds reports reminding me to use less soap. But I can ignore it indefinitely and do laundry from the front panel. No app needed.

Sure, but 'full functionality' is vague and maybe unnecessary beyond activation and firmware.
