They can, but the microphone/speaker quality is pretty bad (speaking from experience as my mother has one and it annoys me when she answers calls with it). Newer models may have what you're looking for.

I assume you have data plan for the watch in order to do all this? (when not near wifi)

Data plan is needed to track and call and text. Get US Cellular yearly standalone watch plans for these and you'll save a lot over the carriers.

Thank you. Last time i had the plan thru Tmobile was $20. A standalone plans u mentioned about are cheaper?

US Cellular has been taken over by T-Mobile. T-Mobile smartwatch plans are $10/month.
Did you mean US Mobile? They have the cheapest smartwatch plan I've seen at $6.50/month or $78/year.

US mobile is the cheapest option to get mobile for this watch. Just did it last week for my kid. Works great they help with setup.
