You can. That's why the wifi only models are more common. But some people prefer the seamless uninterrupted cellular connection if they are heavy users who are always outside on the go, want to save battery on the phone, or their phone plans have caps on hotspot caps.

I have the 13" , use it mostly for media (streaming services) and surfing the internet.
It's not the same as a laptop, much more portable.
