It is re‑branded as Xtra Muse 2 Pro for the US market, with exactly the same hardware as the global DJI Pocket 4 Pro.
Pre‑orders will start around late May, and official sales launch in June‑July.

I have a hunch that you may be confusing activation and binding. The things you are saying are true for device activation. For full functionality, you need to activate the device. If you buy a brand new device, you need to activate it. Activating the device requires an account to bind to it. However, after the device is activated, you do not need to be using the bound account for full functionality. Any account that's connected to the Pocket will have the full Pocket functionality after the activation.
