Regardless, my recommendation is Quilted Northern Ultra Soft & Strong Toilet Paper, 32 Mega Rolls.

These are only slightly higher $/sheet, but are better overall in my view, though lower sheets/roll.
I used to maintain a spreadsheet on TP, and in the past we could score Charmin for < $.002/sheet. Those days are gone. I still try to target near that $/sheet but pick different brands.
Cottonelle is not bad at all. But there are so many variables. Do you use a bidet, etc.?
I have purchased the Northern quite a few times in the last 2 years because even though the #/roll is not ideal (Charmin prices like that also), the overall strength and softness are good. Plus, they usually wrap in paper which is better than plastic.
I'm seeing:
31.04 ea x 2 = 62.08 - 15 - 9.31 S+S = 37.77
That's for 32 megarolls at 255 sheets/roll.
