Yes it is.
Cotton is moisture absorbing, not moisture wicking.

At this point "Moisture wicking" is more of an industry buzzword than it is an indication of any merits or abilities of materials. There are numerous examples of brands using the term both on cotton and synthetic materials, rendering it somewhat meaningless. So, if you have a case where the material is so thin that it doesn't weigh you down when wetness is applied, you can consider that "wicking" if the feature matters to you.
Yea, moisture wicking only works if it's directly exposed to open air for evaporation. For underwear it means no breathability, and no open air, so more of like moisture trapping.

Nah serious. I love them. Very comparable to my last Hanes boxer purchase in 2016

I got a big pack of these a while back and I find them very comfortable. Soft texture and breathable. For cotton-blend boxers these may be my go to. Just keep in mind you're buying Hanes and not boxers that cost $15 a pair. They're soft enough, not amazing.

I consider thin fabric as a pro. Thin, airy, loose is what I want in a boxer.

Terrible quality, super thin. I just bought the 4 pack last week
You expected Egyptian cotton or silk at $5 from Walmart? On a deal?
