I'm not saying this is not worth $32 (or $40). But I am saying that the msrp is is outrageous. Similar, reliable kits can be found for $20 or less if you keep an eye out.
That being said, the finish/machining on this set, the soft case, and that it will have the typical bicycle bit sizes, if say this is a solid buy if you were wanting something a little premium, for a little premium of a price.

The internet says this is a rebranded Silca T-Ratchet + Ti-Torque Kit, which is a kit that usually goes for $125 and has pretty middling reviews. People are apparently disappointed by the inaccuracy of the torque function, which is kind of important for a torque wrench.
Having said that, it's probably better than most other adjustable torque wrenches in this current ($32) price range.
I would personally recommend Prestacycle's $25 TorqKeys if your torquing needs are simple. Many bikes only have a few different recommended torque specs on their screws, so you can buy one or two TorqKeys and call it a day. But if you have multiple bikes with different torque settings required, then maybe a more elaborate adjustable torque wrench like this is good for you.

You may have overlooked the torque wrench, it's easy to miss.
