A "qualifying purchase" is a purchase that is made after your transaction is complete. The offer excludes all items that do not earn Target Circle Rewards. Purchases made with a credit or debit card are eligible for these offers. A pre-ordered item is eligible if it is shipped during the offer period. Online, Same Day Delivery, Order Pickup and Drive Up purchases are eligible when the order is placed within the offer period. The purchase value is calculated before other offers, discounts (other than sale prices) and taxes are applied. Purchases that are returned, reversed or cancelled reduce the purchase value and may result in the Target Circle Bonus Rewards being removed from your Target Circle Reward. These offers are valid only for the fully enrolled Target Circle member who received this offer and these offers cannot be shared, copied or transferred. Valid from the time the bonus is activated through 11:59 PM (PT) on the expiration date. Limit one Target Circle Bonus Reward per Target Circle member per offer.

I had no idea that earlier in that month, I had activated this similar Target offer, so it was quite a nice surprise when I get a Target app notification that I just earned $50 in Circle Rewards lol. On an eBay purchase that I was going to do anyway.
So I can confirm from at least my experience, that it did work on eBay gift cards back in October.
