At 40%, this is probably worth it. But for 15%, at the common valuation of MR points being worth ~2 cents each, it's probably not.
Here's why:
1429 points = $29 worth of points
But the Amex/Amazon value = $10, because you only get 0.7 cents per point when using MR on Amazon.
So you're basically losing ~$19 worth of value by using 1429 points here (1429 * (0.02-0.007) = 18.57)
Given this, I'd argue that anything less than $19 off is basically losing money, so a "20% off up to $20" is pretty much the breakeven point here.

for the general 2CPP standard most try and go by is $28.58 so essentially anyone who doesnt get 40% off, it's $14.29 at 1CPP for 15% off
