Is this good or even needed to repaint front porch?
You should use a good primer to ensure adhesion to the substrate you are painting, especially outside. Make sure you are using water based paint top coat with this and definitely scuff/clean the surface you will be using this with. I personally prefer the oil based version that contains shellac..that stuff will stick to anything!
Is this good for anything in particular? e.g. Kilz is good for covering problematic stains. In my home "reno" I've mosting been using GARDZ and sometimes BIN ($$$$) but these are mostly to treat raw/damaged drywall and prevent peeling. They work VERY well.

I use bullseye 123 for many years now it will stick to anything metal glass old paint including shiny paint very easy to use had a beautiful sheen to it and it covers like a finish coat you can also paint anytime of paint over the the bullseye only thing it doesn't do it's not a stain killer like kilz oil based primer
