You're completely wrong here. Let's not put your 2 cent on a topic you have no knowledge of. You can absolutely use a 20A outlet on a 15A circuit. The 15A breaker limits the current to a maximum of 15 amps, so the outlet is perfectly protected and safe. It's the reverse that gets you into trouble: if you put a 15A-rated outlet on a 20A circuit, the outlet could overload before the breaker ever trips. That's a fire hazard

This is against code and not a good practice for safety reasons. Breakers are not perfect and do fail. You don't want to put a 20 amp outlet on a 15 amp circuit because the wires are likely 14 awg and not rated for above 15 amps. And you can absolutely put a 15 amp outlet on a 20 amp breaker so long as it isn't the only receptacle on the circuit. And a duplex receptacle actually counts as multiple. This is code compliant. The internals of a 15 A duplex receptacle can handle 20 A. A 15 A duplex receptacle is rated for 20 A total between the two outlets.

No not code compliant and a safety hazard. Just get a 15 A GFCI. A WR one if outside. If you don't need a WR one, then you can find a slim 15 GFCI for less than $19 and Home Depot.

You are entirely correct here despite what that rather grumpy person incorrectly claimed. It is a safety hazard and not code compliant to put a 20 A receptacle on a 15 A circuit.

Wow, please delete this. You are completely wrong.

The electrical code that governs this is the National Electrical Code (NEC). Specifically, NEC 210.21(B)(3) and Table 210.21(B)(3) state that if a circuit has a specific rating in amperes, the receptacles attached to it must not have a higher ampere rating
