Any recommendations for a basic GPU to go with it? General desktop and browsing use. I currently have a 2200G which isn't officially supported by Win11. Was looking at the 5600G but it's wild how expensive it still is five years after being released.

Desktop and browsing? A GeForce 1650 or 1660 used for under $100 would be great. If you want to play games, an Rtx 3060 or RX 5700 for around $150-200 used would do most 1080p games just fine.

Any stress tests you can recommend after installing the GPU? I know a lot of people buy used GPU's and they work just fine so not debating that at all
but I've heard that people will run stress tests (programs you can download) to "clock" the GPU's performance and make sure it's working the way it's supposed to .. also any recommended benchmarks the GPU's you suggested should hit with said stress tests? Honestly being the paranoid sort I'm afraid to buy my GPU's used
(NOT saying this is the way to go by any means, again I am paranoid by nature and I've heard a lot of people buy used GPU's and are just fine) so I don't know anything about recommended stress tests or benchmarks.. though come to think of it I probably should have run those even on my new GPU's way back when I bought them to make sure they were running up to spec.)

Also OP be careful to buy used GPU's from a merchant that will have your back if the GPU is not as described (so say amazon or ebay for example specifically the third party sellers on their who I believe are forced to follow amazon/ebay's policies if the customer isn't happy) ...

I buy used GPUs a lot for customer builds, TechLens on YT has a good video, "Fear of Mining? This is How to Test a Used GPU." for testing that's similar to what I do, before repairing / refurbishing them, if needed.

Edit: Micro Center, if one's nearby, still has the $200 bundle w/ CPU, motherboard, and 16 GB.

I recently found a refurb 3060 12GB at Microcenter for $220. 5060 8GB for $350ish if you want to buy new. But even an old 1060 would be fine for desktop and browsing.

newer PCI cards work just fine, but at PCI 3 speeds.
The key if you're buying anything new is to make sure it uses all 16 lanes.
