The tier list isn't everything. I have an A- tier MSi PSU and it has some weird coil whine or issue with the fan bearing every now and then that makes it not truly silent. I would rather have a B tier without that issue, and C-tier is where it the PSUs really start to get worse in quality. That being said Phanteks is a good case brand but not super well known for PSUs so yeah skipping the rebate is fair.
