My favorite bang-for-the-buck TP is Sam's Member's Mark packs as it's always felt superior to the standard Kirkland product (not to mention Marathon brand) to me. Kirkland Ultra Soft is probably on par but seemingly more expensive.
Others disagree but whatever.
Also, this is technically 1-ply, although most will agree this 1-ply is better than some cheap 2-plys—though certainly not all.
But here's my cost analysis:
This deal: 0.200¢/square
Member's Mark 2 ply ($24.76/pack regular price at my location): 0.234¢/square
Kirkland 2 ply (20.99/pack reg price @ my location): 0.184¢/square
Kirkland ultra soft 2 ply ($21.99/pack): 0.264¢/square
Marathon 2 ply @ Costco: ($29.99/pack): 0.133¢/square.
