Landing is a bit harder with this than a DJI drone, it likes to wander a bit.
"A CBE product defined as is a product containing a battery from which the battery is not designed to be easily removed with no more than commonly used household tools such as a flathead, crosshead, and Phillips screwdrivers, paper clips, coins, or hex keys (14 Cal. Code Regs, tit. 14, section 18660.5)."
That fee was meant for products with built-in battery that's not easily removable by common tools. Pretty sure that drone uses an easily removable battery, comes with 3 of them to be exact.

Yeah, this is definitely eBay just being lazy about it and just doing a blanket implementation. If eBay wants to argue a drone with a removable battery pack falls under CBE, probably time to contact the state agency that manages that program since you're probably not the only one eBay is robbing.
