It may be a shitty thin blanket with minimal heat trapping, it may feel a little cooler to the touch, but it will still warm you up. Don't fall for the marketing garbage.
There are blankets/mattresses that "cool you off" via being fitted with literal liquid cooling pipes and plugging into a pump. If you're desperate you can spend a few hundred on those.
