This is self vulcanizing rubber vs regular electrical tape which is vinyl. This is better for harsh environments and is good for up to 600v (per half-lapped wrap).
Commonly used to insulate bolted connections as it stretches and forms well.

I don't know what the trick is to get it to stick. For me, the end keeps lifting up and unravelling. And when I stretch it, it eventually retracts back to un-stretched. Unless it has something to do with the membrane attached to the underside. But that doesn't seem likely.

The membrane is there to keep the rubber tape from adhering to itself until applied. It's supposed to be removed as you wrap it. Start with the 1st several inches removed so that wrap will stick to itself. There's no "glue" on this stuff, it sticks to itself. The very reason why you stretch it.

Like it says bolted connections & abnormally shaped/located wire connections that you can't use heat shrink on.
