You cut it with a hot knife, or use something like a butane lighter to melt the cut edge.
I use this (but in 6' width) under my nursery plants, and so far this year I have had 3-4 weeds grow through the fabric. I am sure with mulch above it the weeds would have never made it. Also, I walk on it daily and still no tears or damage.
Vevor is probably one of the most popular off brand brands. They typically make clones of existing products. Quality varies but generally they are not bad.
Not sure how helpful this is but i heard someone complain about the environment with weed barrier, so here goes-- if you go to your local coffee roaster and ask for their burlap sacks, they'll usually be happy to give them to you gratis. Cut them along the long side, get some lawn staples, and you get a biodegradable weed barrier. The one caveat is that if you don't put rocks or mulch over it, the weeds will grow beneath the burlap. It lets light through. Covering it wipes them out.
