Costco: 30 rolls × 380 sheets = 11,400 sheets for $20.99 → $0.00184/sheet
Cottonelle: 24 rolls × 353 sheets = 8,472 sheets for $15.77 → $0.00186/sheet
Costco comes out about 1% cheaper per sheet. Worth noting the Costco rolls are labeled "wide sheets," so each sheet may be a bit bigger — that'd make the gap even larger in Costco's favor if you're comparing total square footage rather than just sheet count.

Cottonelle Ultra Family Mega Rolls are being bought as a bulk toilet paper stock up, with the best value coming from stacking the coupon and Subscribe and Save. The deal can land around $15 to $18, and the coupon may only appear at checkout or after selecting Subscribe and Save. The 24 pack has 353 sheets per roll, which is more than Walmart's 24 mega rolls, but Costco and Sam's Club can still edge it on price per sheet. The rolls also run narrower than Costco Kirkland, and the coupon appears targeted, so cart pricing needs a close check.
The coupon stacking can produce a lower checkout price when Subscribe & Save is applied first and the coupon is clipped afterward.
The deal can work out to a competitive per-sheet cost versus major club pricing when sheet counts are compared.
The coupon becomes visible only after selecting Subscribe & Save, which can help shoppers find the discount during checkout.
The Ultra Soft option is preferred over the Ultra Clean for shoppers who want a softer two-ply feel.
The coupon can be applied to purchase one pack of each variant, Clean and Soft, within the same order.
The coupon price appears targeted and may show a higher price for shoppers who do not see the $17.93 deal.
The rolls are noticeably narrower than Costco Kirkland rolls, which can affect dispenser fit and handling.
The displayed deal total can change during checkout, so the cart needs to be watched closely before completing the order.
The narrower sheet size can make it easier to get mess on hands, which may be a deal-breaker for some shoppers.
