First number is the magnification, in this case 7x, the second number is the size of the objective lens. If they are the same materials otherwise, binos with larger objective lens will collect more light and have a brighter image. That said, different materials can also affect the brightness of the image.
I prefer 7x50 for fishing because the 7x is easier to stabilize on a rolling boat at sea than a pair with higher magnification and the 50 brings in more light than a traditional full-size 42mm so its easier to see in lower light dawn/dusk conditions. The desire for a compass included relates to the fishing process: spot fish / birds via the binos and note the compass heading via the binos, then use the compass on the boat to get you to the fish/birds as quickly as possible.
