My Costco checks/scans your membership card at entrance. And you cannot check out without scanning a membership card

I agree that many Costco warehouses perform checks/scans at the entrance.
I actually don't know what happens if you just tell the greeter that you're a non-member and would like to use your Costco Shop Card. FWIW, Costco's official stance in written language [costco.com] is:
Non-members as well as members may use Costco Shop Cards to shop at any Costco location in the U.S., Canada, or Puerto Rico, as well as online at Costco.com.
