In my opinion, if you are going to keep a printer for a while, get a tank-style printer where you refill with a bottle of cheap ink (any brand, even compatible ink). The printer costs a bit more upfront, but if you use a printer enough, you will wind up saving money with a tank-style (which typically comes with 1-3 years of ink IN THE BOX).
Just checked, and here's the RIP OFF: HP wants $73 for a black cartridge that only prints 1000 pages and color cartridges are only 800 pages (and this is with the EXTENDED cartridges that are double the pages of the regular cartridges). Also, this printer comes with "starter" cartridges that are far less than the regular, so expect to be shelling out $200 for a set of ink VERY SOON.

This HP OfficeJet Pro 8138e is a cheap all in one for occasional home printing, scanning, and copying, and Costco's return policy softens the risk. The setup is described as workable, and the low upfront price looks fine if you print regularly or keep HP Instant Ink. The main drawback is the ink model, with locked HP cartridges, starter cartridges that run out fast, and ongoing subscription or replacement costs that can quickly outweigh the deal. Infrequent use also raises clogging and drying concerns, making it a practical fit only if you can live with HP's ink ecosystem.
Common Questions (5)
It can be used with HP's subscription-style ink service, and the printer is described as a subscription model where printing may be disabled until you pay for more ink. The subscription charges monthly even if you do not print, and canceling may make ink already in the printer unusable.
It can be fine for light use, but inkjet cartridges may dry out or clog between infrequent print jobs. That makes it a better fit for regular printing than for someone who only prints a few pages every few months.
Yes. The 8138e is described as locked to HP-branded cartridges, and the 'e' model is said to block third-party cartridges. That makes the low upfront price less attractive if you want cheaper aftermarket ink.
The reported cartridge cost is high: about $73 for a black cartridge rated around 1,000 pages and roughly 800 pages for color cartridges. Starter cartridges included with the printer are smaller, so a full replacement set can approach $200 soon after purchase.
Yes, Costco's return policy is repeatedly cited as the main safety net for this printer. One buyer returned an HP all-in-one after an electronic failure about 2.5 years later and had it accepted without questions.

Also, DO NOT buy into their Instant Ink subscription. They will brick your printer. Even though you pay for the printer, HP thinks they're the true owners and you are just the renter.
That was the case even with Canon.
One fine day, printer says "replace Ink Head:.
Ink Head costs more than the price of the printer.
Now throw away perfectly working AIO device that was perfect for document scan.

If you agree to have the ink delivered, then you are out of luck.
I use these: https://www.amazon.com/dp/B0GYRYKYS9
($34.90) at the time for all 4 aftermarket ink cartridges.
It comes with a special tool, when you buy the factory ink cartridges and they go empty, you use it to move the factory HP chip onto the aftermarket cartridge, I've done this 3 times so far for all the colors and black, for the total I had one issue with magenta and had to get another chip other than that this is the way forward.
