This would be useful for those who have tinnitus. They would play a certain frequency tone to drown out the ringing sound. Also, many have snoring partners. That also is a good reason to have this.
I don't see them as dangerous at all. They come out when you want them to. And they stay in when you want them to. For $10, it seems worth a try if you don't already have a similar pair.
