I think it depends on what you buy. I bought the LEGO Gameboy and 101 Dalmatians Puppy from them, and they were shipped from Walmart and arrived in a shipping box and in mint condition. I also got the Iron Spiderman Bust from them but the experience was just like yours, they slapped the shipping label on the LEGO box, and the item was not brand new as advertised, it was opened by the previous owner and the included minifigure was stolen. So YMMV.
FWIW: I ordered this a few days ago, it was just delivered. The box was a little beat up because they shipped it in a plastic 'bag' without any padding, but it was otherwise unused and brand new. All the pieces were in their original unopened numbered plastic bags. Figured I'd mention this here for anyone who's on the fence due to the bad rep VIP Outlets (no doubt deservedly) gets. It's always a toss up I guess, but I also think that the people who had a bad experience are more inclined to make a post about it.
I ordered three (3) sets from VIP outlet this time. I've ordered from them in the past, so I was willing to roll the dice.
One of the sets arrived fulfilled by Wal-Mart and packed perfectly inside a cardboard shipping container. The set was pristine.
The other two sets were shipped without any packaging. Of those sets, one was a LEGO 66784 Technic NEOM McLaren Racing Gift Set which consists of two other LEGO boxes shipped tightly within a single outer LEGO gift set box. This likely ensured that the set arrived in very good condition.
The other set was the castle set from this listing. The box barely arrived in one piece, with a hole punched through the face that might have started to leak pieces had it gotten any worse. The box was crushed and mangled. Pictures attached.
